The HISA Equine Recovery Foundation (HERF) exists to provide a safety net when a racehorse suffers a career-ending but treatable injury. HERF ensures immediate access to quality veterinary treatment and rehabilitation in order to facilitate a successful retirement.

HERF's "North Star" is and always will be:
"Is it in the best interests of the horse"?

When recovery is possible, finances or complicated logistics should never decide a horse's fate.

What your support makes possible

HERF provides financial and logistical support to ensure injured Thoroughbred racehorses can receive:

  • Timely veterinary treatment, always including timely diagnostics and surgery when appropriate
  • Hands-on rehabilitation during recovery - for as long as it takes
  • Placement in an aftercare program to become a riding horse, therapy companion or living as a pasture pet

Our focus is on injuries with strong recovery outcomes, such as condylar fractures and slab fractures. Every horse supported by HERF enters treatment with a clear plan for rehabilitation and long-term placement.

How decisions are made

HERF is designed for rapid, on-track decision-making when time matters most. Eligibility is determined by up to a three-person veterinary committee, in consultation with each horse's owner and trainer, consisting of:

  • Regulatory Veterinarian
  • Attending Veterinarian
  • Diplomate of the American College of Veterinary Surgeons (DACVS) Consulting Surgeon

Our guiding principle is that the horse needs to have a strong likelihood of achieving pain-free pasture soundness with little or no long-term veterinary care.

Each racetrack will have a HERF liaison available to coordinate care on-site. HERF's Operating Procedures will ensure a quick response, consistency, and professionalism of the intake process.

This is a voluntary program but once an owner decides to participate, they will transfer ownership to HERF and the horse will immediately be retired from racing. Each case will be treated confidentially, with the horse assigned a barn name for the protection of the connections.

Pilot Program

HERF has launched its pilot program in the Mid-Atlantic, Arkansas, Illinois, and Ohio regions, with the goal of onboarding all 41 HISA thoroughbred tracks within the next 12 months. Guidelines for HERF Eligibility

The Need

Fundraising has just begun and the need is there! This safety net will allow HERF to support injured horses when no other option exists and guarantees that no horse is left behind. We need to raise capital, and we need partners willing to donate in-kind or discounted services (such as medical treatments and supplies, transportation, sanctuary space at a private farm).

HERF is led by an independent Board of Directors and advised by a nationally respected Advisory Council of veterinarians, industry leaders and aftercare experts.

  • Independent decision-making
  • Veterinary-led case review
  • Transparency and accountability in the use of donor funds
